So, those of you who have known M for a long time, know she is not very politically active. That has changed a bit recently, in fact, she has written her Congressmen, the President, the New York Times, the Wall Street Journal, a couple of special interest groups, and even an article. The theme of the article is reinforcing the same theme that is driving all these proactive behaviors.
She has come to strongly believe that all Americans should have the right to save for future medical expenses with pre-tax dollars. Currently, only participants in high deductible health care plans have that right, but in reality, the option should be as universal as saving for retirement with pre-tax dollars.
Oftentimes, while working with women at Perryville prison she would recommend, "appropriate escalation" of problems. If you didn't like the way something was then follow the appropriate channels and try and get it changed. So M has been trying to follow her own advice.
So far, nobody has published her article, none of her letters to editors have been accepted, and her letter to her Congressman rendered nothing more than an uninformed letter of how flexible spending accounts were really what she was talking about. Clearly, the flexible spending account incentivizes exactly what its name says it incentivizes - Spending. While actual Saving for medical expenses with pre-tax dollars is the exclusive right of those who have access to a high deductible health care plan.
If you wanted to change a law, how would you go about doing it?

You keep knocking on doors until you find the right one and you need to educate the people you are trying to move. Keep working on it!
I'm a bit confused and must be missing something - an HSA does allow you to save for medical expenses, doesn't it? You can invest, etc... and everything in it is pre-tax and tax-exempt as long as it's spent on medical expenses?
Charla, you're right, an HSA does allow you to save for future medical expenses, but you can only participate in an HSA if you have a qualified high deductible healthcare plan. Most people don't have that kind of healthcare plan.
